[openstreetmap/openstreetmap-website] Require login for User blocks (#3284)

Yes it's independent in a technical sense, but it achieves nothing.

It makes it harder to access some information for no reason.

The stated reason is to ensure that only people that have accepted the ToU can access it, but that will only be true once we require existing users to accept them.
