[openstreetmap/openstreetmap-website] Prompt new visitors to contribute (#3090)

I wholeheartedly agree with this suggestion, it needs to be more clear that anyone can contribute.

As the first thing people usually do is look for their house, perhaps it could say something along the lines of "Can't find your house? Add it!"
