[openstreetmap/openstreetmap-website] Export messages out of osm.org (#483)

Two things have got a bit easier since 2013.  One is that Anton from the DWG has written a Firefox add-on "OSM DWG Helper" that converts issues into OTRS tickets (by rekeying it, automatically).  The other is that another DWG member runs an email gateway that allows us to send osm.org messages directly from tickets.  

Both of these mechanisms work, but are a bit "sealing wax and string" - there's no real integration of the three systems (OTRS, osm.org, and external email)
