[openstreetmap/openstreetmap-website] Get notifications for changes in an area (Issue #3528)

### Description

Instead of getting notifications for when an individual object changes like #1454 suggests, what if you got notifications when changesets occurred in a preselected area(s)? This would result in much fewer notifications.
