[openstreetmap/openstreetmap-website] Allow querying and requesting deletion of GPS traces (Issue #3533)

The issue with not removed GPS traces which appear on the tiles can be resolved by adding a way to automatically drop cached tiles and regenerate them (or by using vector tiles).

I didn't say that one user should be able to delete another's GPS trace. The text explicitly says "request deletion".
