[openstreetmap/openstreetmap-website] Add yalphabetize for yaml normalisation (PR #3459)

@samrjenkins Any news on yalphabetize? If we can get the behaviour described in https://github.com/openstreetmap/openstreetmap-website/pull/3459#issuecomment-1040373207 then I'd be happy to start using it.
