[openstreetmap/openstreetmap-website] Enable brotli compression for assets (PR #3589)

I found a [sprockets-exporters_pack](https://github.com/hansottowirtz/sprockets-exporters_pack) gem (via [here](https://github.com/hansottowirtz/sprockets-exporters_pack/wiki/How-to-enable-Brotli-with-Rails-and%C2%A0Nginx) and [here](https://github.com/rails/sprockets/issues/741)) - maybe we could use that gem to simplify things?
