[openstreetmap/openstreetmap-website] Add Communities page (#3301)

OCI and official names on https://wiki.osmfoundation.org/wiki/Local_Chapters differ in some cases, eg. Switzerland. 

As the text talks about legal entities, it would be good to use the official names, rather than some generic term.
