### Problem
We allow users to embed OSM onto their website, but don't warn them against abuse (or tell them what we consider abusive levels of use) or tell them what our privacy policy is. This leads to unnecessary questions to legal-questions,
We also allow users to download images of OpenStreetMap but don't tell them they need to attribute, or how. This can lead to accidental lack of proper attribution for static images.
### Description
Per the OWG call, LWG advocates adding to the right-hand `Share` panel the following:
1. Under the `embed` code, add a link to Tile Usage Policy to the embed section under the embed instructions
> "[Tile Usage Policy](https://operations.osmfoundation.org/policies/tiles/) applies."
3. Add link to Attribution Guidelines under Download section
> "Images of OpenStreetMap should be attributed per the [Attribution Guidelines](https://wiki.osmfoundation.org/wiki/Licence/Attribution_Guidelines).
