[openstreetmap/openstreetmap-website] Changed open_note_marker from red 'X' to yellow '!' (#2946)

https://github.com/openstreetmap/openstreetmap-website/blob/master/app/assets/images/NoteMarker.svg hasn't been updated as requested by @gravitystorm - also no user feedback since two years.

Closing this PR seems inevitable.
