Yes.

No. When someone goes to https://www.openstreetmap.org/query and are not at a zoom level they can query, the left sidebar should have the message "Zoom in to query features". The query tool on the right menu should be disabled and have "Zoom in to query features" as its tooltip.

When the user zooms in to a zoom level that they can query, the left sidebar should have the message "Click on the map to find nearby features". The query tool on the right menu should automatically become **enabled** and have "Click on the map to find nearby features" as its tooltip.
