[openstreetmap/openstreetmap-website] Re add valhalla (PR #3848)

Fixes https://github.com/openstreetmap/openstreetmap-website/issues/3843

Renamed the FOSSGIS routing engine and the `fossgis.js` file, and added the Valhalla routing  engine (based off previous work back from the mapzen days).
