[openstreetmap/openstreetmap-website] Yarn install broken - INSTALL.md out of date? (Issue #3579)

Interesting. Although we're only processing some JSON files from osm-community-index, we're inheriting a Node 16 dependency here. I'm wondering if there's a good way to avoid this.
