[openstreetmap/openstreetmap-website] Update wiki pages (PR #3863)

script/misc/update-wiki-pages hasn't been run in a while, so here's an updated version. Due to a large number of MediaWiki API calls and resulting issues with rate limiting, breaking network connections, and general stability issues, I've added another commit to define retry and timeout values for the API calls.
