[openstreetmap/openstreetmap-website] Prevent changeset comments loss when accidentally clicking subscribe button (#2088)

Happened also several times to me, the comment box should be repopulated with the text that was in, and ideally also a warning should be shown something like “You are subscribed to this discussion… your comment has not yet been sent.”
