[openstreetmap/openstreetmap-website] Fix dropdown widths for RTL languages (#2527)

I hope that both of these (menu rounding and dropdown widths) are fixed by upgrading to bootstrap 5, but we'll need to see if that's the case after the upgrade is complete. At that point, we can check the status of the other problems highlighted here too.
