[openstreetmap/openstreetmap-website] Limits on number of tags and relation members (#1711)

I would have expected

```xml
    <relations maximum_members="32000"/>
```
to align to existing:
```xml
    <changesets maximum_elements="10000"/>
```
But `waynodes` has the same logic as your suggestion.
