[openstreetmap/openstreetmap-website] Can a trace description be blank? (Issue #3598)

### How to reproduce the issue?

1. go to *new trace* form
2. choose a file, leave everything else blank
3. try to submit, receive the message: *Description can't be blank, is too short (minimum is 1 character)*
4. choose a file again, enter a single space character in the description
5. try to submit, receive the message: *Description can't be blank*
6. choose a file again, enter a valid description
7. submit successfully
8. open the newly submitted trace and edit it
9. replace the description with a single space character
10. submit successfully

What was the point of rejecting a blank description on step 3 if it can be made blank by editing?
