I can't really answer that, since I wasn't involved in making them required originally (nor has the topic come up more recently).
But I'll note here that trace descriptions have been assumed to exist since at least [November 2006](https://github.com/openstreetmap/openstreetmap-website/commit/46e9dcbcc7ba632db77a2137ee0da2a66d77c47b) and required since [Mar 2007](https://github.com/openstreetmap/openstreetmap-website/commit/2709027882c3f36a1d6a442c2c4b706b54b1edeb) so there's a pretty strong expectation that they are required. The June 2007 commit linked above (to make them "valid", even if they don't have a description, when edited) should be seen in the historical context - we're only expecting that situation for what is nowadays very small proportion of traces, even if that was a higher proportion in 2007.
So I think we should focus this issue on fixing the edge case that you found, rather than changing the expected behaviour. If there's a widespread desire to change descriptions to be completely optional again then that can be discussed separately.
