[openstreetmap/openstreetmap-website] Strip leading/trailing whitespace from comma-separated trace tags (PR #3604)

Space-separated "do as before for backwards compatibility" tags were already stripped when assigning to tagstring, do the same for comma separated tags.

Fixes #3596.
