[openstreetmap/openstreetmap-website] Consider the first author of all note comments to be the note author (PR #3607)

note.author is used in four places:

* email notification where recipient is compared to note author in order to write that it's either *your note* or *note you're interested in* - no problems here
* notes rss, this one goes for display name
* two views that end in `note_author()` helper that displays `t("users.no_such_user.deleted")` for deleted users - no problems here
