[openstreetmap/openstreetmap-website] setting to show only open notes or set the maximum number of days, saved as a user setting (Issue #3584)

Maybe put this number of days control in layers selection menu and encode it in the url along with the layer name? Now it's `N`, make it something like `N(100)`, `N(-1)` etc.
