[openstreetmap/openstreetmap-website] Mark discussed changesets in the history (Issue #3621)

We already have comment count icons on the changeset history, so they might also work on the way history pages:

I think using a similar approach could work. If not, then we also have a generic "number-of-things" approach used on profile pages, which is a bit more compact:
