[openstreetmap/openstreetmap-website] Allow loading of map image tiles from other domains (Issue #3572)

I ran into the same issue a while ago when trying to switch to a custom Overpass API instance, replacing the one used on osm.org. The CSP directive pretty much blocks all those attempts, and Switcheroo has a pretty hard time to work around that.
