[openstreetmap/openstreetmap-website] Yarn install broken - INSTALL.md out of date? (Issue #3579)

Well our production servers run Ubuntu 20.04 and `bundle exec rake yarn:install` works fine for them.

As I believe I explained before what the dockerfile does is just wrong.
