[openstreetmap/openstreetmap-website] Yarn install broken - INSTALL.md out of date? (Issue #3579)

Ah we do install a `yarn` script to `/usr/local/bin` that works around Ubuntu's broken yarn that only installs as `yarnpkg` which rails looks for `yarn`.
