[openstreetmap/openstreetmap-website] Add option to "Sign In With Ethereum" (Issue #3582)

As @grischard says the first step will be that omniauth needs to support it and the second will be that the LWG approves any legal terms involved.

After that we can discuss whether we want to support the disaster zone that is cryptocurrency.
