[openstreetmap/openstreetmap-website] Wording to discourage note reporting (PR #3581)

Sometimes users add a note, then resolve it (without making any changes to the map), then reopen, then report.

Probably there should also be some discouragement for resolving, so users don't close the notes *because* the information in notes is correct.
