[openstreetmap/openstreetmap-website] Wording to discourage note reporting (PR #3581)

Ah, you mean you think that wording will cause some users to interpret it as _"Regardless of anything, you should resolve this note now!"_

@woodpeck 's suggestion was for this wording to appear on every note (after all we don't have a way of magically determining "if they encounter a useless note"). But obviously the wording appears alongside the sentence about reporting a note. Given that, I would hope it's clear enough.
