[openstreetmap/openstreetmap-website] setting to show only open notes or set the maximum number of days, saved as a user setting (Issue #3584)

### Description

right now, enabling the option to display notes shows all open notes and notes that have been close for (I think) less than 7 days.
When dealing with a note-dense area, it is sometimes inconvenient to display the closed notes.
I suggest adding an option to display only open notes and/or to choose a number of days for closed notes

it would also be nice if this choice could be memorized in the user settings when you are logged in (if necessary I'll make a 2nd ticket if it's preferable)
