[openstreetmap/openstreetmap-website] Add Communities page (#3301)

@atomoil thanks for your patience. I think it's got to the stage where I should be making changes myself, rather than constantly asking you to do all the work! There's only so many times that it feels reasonable to ask a contributor to revise a PR, particularly when it's dealing with complex topics like rails initialization sequences and class constants and so on.

So I've added a few commits now to this PR with some of my initial changes, including fixing some linting and moving the i18n loading to an initializer. 

I'll leave some review notes but I'm happy to implement these myself.
