[openstreetmap/openstreetmap-website] Split User settings into different forms? (#3167)

What is the point of splitting "preferences" and "settings"?

At least for me this split is completely and utterly unclear and I had no idea where given setting is likely to be present (I just run into this problem).

Both of them are in the same bag. I expect that for vast majority of people there is no consistent difference between "preferences" and "settings" and for many languages there is no reliable way to translate that differently.

I am willing to bet actual money that there is lack of any clear difference between "settings" and "preferences" that would be shared by 50% of random people.

If that would be considered as useful I can ask some nonrandom sample of people in some OSM communication channel or some other place.
