[openstreetmap/openstreetmap-website] Something went wrong with notes API (Issue #3558)

Additional confusion: OSM Wiki doc claims that a different error should happen in case of not using POST:

> HTTP status code 405 (Method Not Allowed)
>    If the request is not a HTTP POST request

which appears to be either wrong or there is a bug

In addition, I am now highly confused why my code for closing notes stopped working (it used to work - see https://www.openstreetmap.org/user/Mateusz%20Konieczny%20-%20bot%20account/notes which closed wave of troll notes)
