What is your goal here?  If it's just to see some OSM tiles on an old device, just set up an external site with an old version of Leaflet (and basically nothing else).  As an example, https://map.atownsend.org.uk/ works just fine on a similarly antique iPad 2, once you manually trust the certificates and select OSM rather than the default tiles.

If it's to do more than that (edit maps etc.) then you're probably out of luck many times over.
