I'm not really clear what is actually being proposed here, or whether this is any way concrete or actionable.

It seems that this overlaps with ongoing microcosms work at least.

Perhaps you could also provide some support for the assertion that "OSM is a social platform where you connect with your local community because you believe that a map should be made by the community for the community" beyond that simply being your personal opinion of what OSM should be?

Maybe you also shouldn't introduce yourself to the maintainers of this repository by proposing to replace them by a paid developer, and without even explaining how you propose to fund that?
