[openstreetmap/openstreetmap-website] Allows control of cache behavior in the dev env via environment variables (PR #3812)

How much use do we make of the cache though?

There is exactly one thing (the `export#embed` action) that uses the page cache and one thing (the `describe_location` method in `lib/nominatim.rb`) that uses the fragment cache.

So given that all of this only applies to a dev environment what gains exactly are we making be speeding up caching under docker when hardly anything uses caching?
