[openstreetmap/openstreetmap-website] Collapse duplicate OAuth authorisations (#1462)

Does this still make sense now that we have OAuth 2 and OAuth 1.0a will go away at some point?
The issue seems like a minor inconvenience to me, and I would just close it.
