[openstreetmap/openstreetmap-website] Add listing notes in a country that are open and listing for notes that were recently active (Issue #3599)

Neis pascal country classification has some big issues regarding the borders. It uses a simplified mechanism, and notes on small towns near border are considered as part of the other country.
Instead, if osm itself provides a filter mechanism for notes could be better. Eventually no only by country, bur other admin levels: states, cities.
