[openstreetmap/openstreetmap-website] Translation strings should be refactored to avoid "sentence building" (Issue #3740)

I think this issue is far too vague to be useful - it will be impossible to determine when we have actually completed it.

If you find specific examples then open an issue for them or a PR to fix them but an issue that just says "fix all lego translations" is hopeless.
