[openstreetmap/openstreetmap-website] Explain to users there is a limit to amount of notes displayed (Issue #3744)

The amount of notes displayed is also limited by javascript bugs. Once you receive a note without comments, the client-side code trips over it and stops displaying notes in the area. This bug is [easily fixable](https://github.com/openstreetmap/openstreetmap-website/pull/3617).
