[openstreetmap/openstreetmap-website] Add guidance on making pull requests easier to review (PR #3771)

We've got a lot of open PRs. In recent months there's been a few things I've noticed that make PRs harder to review. I think it's worth expanding the guidance in CONTRIBUTING.md, to document things that contributors can do to help.

I've also changed some of the phrasing of the existing guidance, since we don't tend to use the terms 'hacking' or 'patches'. In all honesty I can't remember the last time anyone wanted to send a `git format-patch` style email to the mailing list, so I've removed that paragraph too.
