[openstreetmap/openstreetmap-website] The domain is blocked in China (Issue #3777)

1. Looks like issue about network connect and server should be transfer to https://github.com/openstreetmap/operations
2. I can't seen bandwidch between Mainland of China and OSM's tile server, API server or other, but if OSM truly blocked in China, you'll see a suddenly down.
3. There have first-hand report inside OSM world: https://t.me/osmchinaboard/82
