[openstreetmap/openstreetmap-website] Add language dropdown menu (#2581)

If this is not technically easy, why not implement a simpler solution, like a info tooltip or something just informative, like I suggest [here](https://github.com/openstreetmap/openstreetmap-website/issues/1115#issuecomment-609461120)?
