[openstreetmap/openstreetmap-website] Add Communities page (#3301)

As a follow-up on the note about community names:

After discussion with the local chapters and communities working group, I have slightly changed the text to highlight the name of the community over some idea of using a legal name, which isn’t so useful to the intended audience.

It is important to use the name the community uses to identify itself. In the case of Switzerland, it seems like different channels use different names, eg Twitter (https://twitter.com/SwissOSM) uses “Swiss OpenStreetMap” and the website (https://sosm.ch/) uses “Swiss OpenStreetMap Association”. That’s up to the community to decide on, and they can do this within osm-community-index, which would then lead to consistency with all the places that use osm-community-index.
