@gravitystorm I could be wrong, but it _looks_ like you've done all of the things that you noted and that @tomhughes requested to be changed, so I've switched this from a draft to a full PR and fixed the 3 conflicts the Github highlighted. (I seem to be fighting with GitHub to re-request a review from both of you, so apologies if that's ended up spamming your inboxes)>

I know the Local Chapters and Communities Working Group is keen to get this PR merged in, so please don't hesitate to let me (or any of them) know what we can do to move this to a place where you're happy to merge it and put it into production.

Thanks again for all of your input on this. I'm really happy with FrozenRecord and generally where we've gotten to with it, and I sincerely hope the foundations that this provides can be built on in the future.
