[openstreetmap/openstreetmap-website] Bump leaflet from 1.8.0 to 1.9.1 (PR #3716)

This release of leaflet drops support for Internet Explorer but the maps hasn't been displaying in IE since we went to bootstrap 5 anyway so I guess that's not a reason to avoid it...
