[openstreetmap/openstreetmap-website] Support for custom url schemes with OAuth 2 (Issue #4008)

### Problem

According to https://wiki.openstreetmap.org/wiki/OAuth#OAuth_2.0 only http(s) schemes and "urn:ietf:wg:oauth:2.0:oob" are allowed. Especially for mobile applications it would be useful if custom schemes are allowed, for instance "my-app-scheme://".
