[openstreetmap/openstreetmap-website] Support multiples scopes with one OAuth 2 request (Issue #4009)

Currently we can pass only one scope during OAuth 2 authentication (https://wiki.openstreetmap.org/wiki/OAuth#OAuth_2.0). It would be useful to pass multiple scopes with a single call.
