[openstreetmap/openstreetmap-website] Proposal: Seamless Sign-On for OpenStreetMap users from 3rd party apps (Issue #4128)

@tordans the intent of branded flows is probably only relevant when invoked during the setup phase from 3rd party app, so the URL generated by the app itself should indicate which flow preferred. 

I didn't put too much effort in how to implement this feature - initially I had URL parameters in mind, and a single layout with alternate elements.
