[openstreetmap/openstreetmap-website] Add notes multi fetch API call (PR #3707)

I changed it to a search parameter like suggested in https://github.com/openstreetmap/openstreetmap-website/pull/3707#issuecomment-1255843276 but named `notes` to be similar to changesets search.
